OME — Operation Matter Experts — is the human layer of telecom site operations. Radio equipment does not fail because of radio equipment alone; it fails because a key was unavailable, an electricity bill went unpaid, a landlord blocked access or nobody was there to open a gate at midnight. OME work removes those failure modes.

Takeover

Daily operations
Access, upkeep and coordination run to a defined routine with a named coordinator per cluster.
Bill and rent cycle
EB bills and owner rents are tracked to a monthly calendar so no site is ever cut off for a missed payment.
Exception escalation
Landlord disputes, meter faults and access refusals are escalated with documentation, not phone calls.
Monthly review
A consolidated operations report per circle, with open items and ageing.
